- Glacier record must be completed for any foreign individual or entity receiving payment for software or royalties.
- FMO will create the individual Glacier login for each vendor. To request this access please email internationalAP@tamu.edu with the vendor’s name, email address, UIN (if available), or tax ID (if available).
- Prior to payment, a Glacier record must be completed and the vendor must be set up in AggieBuy. Vendor set-up instructions may be found here.

If the individual has not completed the Glacier record, FMO will have to withhold 30% of the payment for taxes, or the department can gross-up the taxes for the individual. Please click here to find other information for foreign vendors, such as instructions on how to request a Glacier password, the Gross-Up Tax Payment Spreadsheet, and allowable payments by visa type.
- Glacier will determine what immigration documents are required in order to complete the tax record. These documents usually include the visa stamp, passport, I-94 entry-exit record, and I-20. Additional documents could include I-797, DS-2019 or other immigration documents.
